Lyari: rebuilding community life
Military operations, gang warfare and subsequent recovery
Residents described displacement during gang violence and fragile improvements in security and daily life by 2018.
The pressure
Pushed out
Displaced women told Dawn in July 2013 that more than 50,000 people had left Lyari and asked for safety so they could return. That was the speakers' estimate; these sources did not quantify returns.

Squeezed out
By February 2018 residents told Arab News that shops stayed open late and the area was safer. The report described the peace as fragile, not a completed recovery.
Arab News Pakistan, Lyari safer after security crackdown (14 February 2018).
Silenced
HRCP reported reduced targeted killings and extortion across Karachi alongside continuing reports of extrajudicial killings, torture and enforced disappearances. Its statement was not specific to Lyari. Arrests of gang leaders should not be confused with the loss of community leadership.
Human Rights Commission of Pakistan, Executive Council statement (1 October, 2016 inferred); Dawn, Mystery shrouds 'gangster' Uzair Baloch's arrest (31 January 2016).
What people did
- Displaced women publicly demanded peace and security in July 2013.
- Dawn reported residents' efforts to change Lyari's image through hamaralyari.com in May 2017; Arab News described volunteer vigilance teams in February 2018.
What held
By 2018 residents described improved security and shops staying open later. This was a dated account of fragile recovery, not evidence of a single recovery date or quantified returns.
What didn't
Poverty, trauma, state neglect and surveillance continued. Recovery was incomplete.
